Leon litigates and advises in the field of market regulation and government regulation, with a focus on telecom and energy. He has ample experience in the fields of administrative penalties, enforcement by supervisory authorities, government liability, abuse of a dominant position, various systems of permits, division of scarce public rights, regulation of property, tariff regulation, and regulated access to markets or networks. Leon has ample administrative-law litigation experience; he frequently appeared in proceedings before national supervisory authorities, courts, the Council of State, the Trade and Industry Appeals Tribunal, and the European Court of Justice.
