Hester de Vries is one of the Dutch leading experts in data protection law.
Prior to joining Kennedy Van der Laan in 2000 she worked as a researcher at the Institute for Information Technology and Law of the Vrije Universiteit in Amsterdam, where she prepared her dissertation on the legal aspects of teleworking and electronic consumer services. After earning her doctorate, she worked at the University of Amsterdam as an expert member of the committee of the Social Economic Council that advised the Dutch Government on personnel tracking systems. Later, she became a senior policy officer at the Dutch Data Protection Authority, where her tasks included managing a major project on data processing in the financial sector.
Hester’s practice is focused on the many aspects of data protection law and technology in the health care and financial sectors. Recently, Hester represented the Association of Health Care Providers for Health Care Communications (VZVZ) in civil proceedings on the merits initiated by the General Practitioners’ Association (Vereniging van Praktijkhoudende Huisartsen) against the National Exchange Point (Landelijk Schakelpunt (LSP)), the private restart of the national EPR. Earlier, she advised the top-5 banks in the Netherlands on several data protection issues, including customer profiling, blacklisting and international transmissions of personal data. During the past ten years she also advised the national card publisher and central back office system of the Dutch nationwide e-ticketing and e-payment system for public transport (public transport chip card) on all data protection issues, including contacts with the Dutch Data Protection Authority, shareholders (public transport organizations), the Dutch Ministry of Infrastructure and the Environment and consumer organizations.
