zonder stroomtransport met elkaar samenwerken. Zo wordt op een duurzamere, slimmere en goedkopere manier gebruik gemaakt van de bestaande infrastructuur van de lokale netbeheerder, zonder dat bedrijven meer risico lopen op een stroomonderbreking.
Quirine heeft ruime bestuursrechtelijke proceservaring; ze treedt veelvuldig op in beroepsprocedures op de gebieden van frequentierecht, tariefregulering, algemeen telecomrecht, mediaregulering, gemeentelijke heffingen en kinderopvangregulering. Ook adviseerde Quirine de nationale overheid over de herziening van het vergunningstelsel in de kansspelsector, in het rapport “Op weg naar een aangepast loterijenstelsel. Een juridische verkenning.”
Quirine doceert regelmatig, onder andere het onderdeel ‘Toezicht en Handhaving’ aan de gerenommeerde Specialisatieopleiding Gegevensbeschermingsrecht van de Leiden Law Academy, onderdeel van de Universiteit Leiden. Ook is zij auteur van het hoofdstuk ‘Sancties, Beroep en
